County Government is a creation of the State of Tennessee. The skeleton of county government is established in the State Constitution, providing a basic framework for governance.
CTAS was created by the Tennessee General Assembly in 1973 at the urging of county officials and their organization, the Tennessee County Services Association (TCSA). County officials wanted an agency to provide prompt, accurate technical assistance on a daily basis to Tennessee's 95 counties.
Throughout the year, the Tennessee County Services Association (TCSA) and its affiliate associations - Tennessee County Commissioners Association, Association of County Mayors andTennessee County Highway Officials Association - hold various statewide conferences for members to help keep them informed of new laws affecting counties and to bring them together with fellow officials to discuss related county issues.
